Federal Grants for College

Everyone knows that an educated society is an empowered society, and an empowered society solves problems and keeps moving forward. Government officials and taxpayers alike are united in wanting more people to stop being immobilized by our country’s problems, so that they can start learning how to be part of the solutions. Various federal college grants are therefore available to many motivated students who are willing to look for them and apply.

The Federal Supplemental Educational Opportunity Grant is for students who already have Pell grants, but are finding that even with this grant, plus the maximum in student loans and work-study placements, they still don’t have enough money to fund their educations.

Merit-Based and Need Grants exist to help students who are already receiving Pell grants, and additionally are majoring in subjects that are classed as critical-need such as math, science, technology, engineering, and foreign languages. Freshmen and sophomores interested in this help would apply for Academic Competitiveness Grants; juniors and seniors would apply for SMART (Science and Mathematics Access to Retain Talent) grants.

Federal Study Abroad Grants are available to many students who have an interest in travel for the purpose of deepening their understanding of other languages and cultures. The David L. Boren Undergraduate Scholarships for Study Abroad program, which is part of the U.S. National Security Education Program, is specially-focused on students whose study-interests are seen as beneficial to U.S. National Security.

The Benjamin A. Gilman International Scholarships program, which is part of the U.S. Department of State’s Bureau of Educational and Cultural Affairs, is for Pell grant recipients who are interested in foreign study.

Through the TEACH (Teacher Education Assistance for College and Higher Education) Grant, students willing to commit to teaching for four years in an elementary or secondary school that serves low income students may receive up to $4000 per year. The four years of teaching must be full time, with 51% of the teacher’s time devoted to high need subjects, and must be completed within eight years of completion of the program for which the student received the TEACH Grant.

Federal Grants in 2012

Because of affirmative action, these various grants are highly available to people from the populations most likely to be lower-income due to racial, sexual, or disability-related discrimination. Wonderful opportunities are opening up for women, especially for single mothers, who are more likely to be eligible due to economic challenges, and also due to sexist societal attitudes that have tended to push girls and women out of fields like math, science, and engineering.

Federal college grants are one of the best existing examples of people taking the lemons life has given them, and making lemonade — only in this case the lemon tree is right next to the lemonade stand, and those receiving refreshment are rolling up their sleeves and giving refreshment right back to their neighbors next door, as well as those in the surrounding towns and all over the world.

For those looking to return to school without incurring a lot of student loan debt, there are a number of Federal student grants available. The first step to getting Federal student aid is to fill out the Free Application for Federal Student Aid. This is an application to all forms of student aid from the Federal government, including these grants:

Pell Grant

The Pell Grant is money from the U.S. government doesn’t have to be repaid. It is income-contingent, based on various criteria:

1. The student’s expected family contribution (EFC) as determined by the FAFSA
2. Cost of attendance, information provided by the institutions the student is applying to listed on the FAFSA
3. Enrollment status, whether part-time or full-time
4. Whether or not the student attends for a full academic year or not

The student’s EFC is determined by several factors, including the family’s income and assets, or the students’ if he/she is independent. Other factors include the household size and how many family members are attending post-secondary institutions at the time, parents or heads of household excluded.

A percentage of the family’s net income and net assets, determined by subtracting expenses from gross income and assets, is the expected family contribution. Different rates will apply to different student situations, which are measured by household size and the student’s dependency status.

Students are eligible to get Pell Grants only if they meet the income requirements and are getting their first Bachelor’s degree or a post-baccalaureate degree that will lead to teacher certification. How a student receives the money is dependent on his/her institution’s policies, but typically it is credited to the student’s school account to pay for tuition. Some schools may send the money by check to the student or combine these two methods.

The maximum Pell Grant is $5,550 for one academic year, and students may receive them each year as an undergraduate if they continue to meet the requirements, for up to 9 years. Any student who is income-eligible for the Pell Grant and has a parent or guardian who died in military service in Iraq or Afghanistan after September 11, 2011 is immediately given the maximum grant allowance.

Federal Supplementary Educational Opportunity Grants

The Federal Supplementary Educational Opportunity Grant (FSEOG) is awarded to students who qualify for the Pell Grant and have the largest amount of unmet need. Awards may be offered in amounts from $100 to $4,000 and must be dispersed at least twice per year. These funds do not need to be paid back. If you turn in for a FAFSA and are eligible for a Pell Grant, you are automatically considered for the FSEOG, though it is not guaranteed.

However, to receive an FSEOG, the school the student attends must participate in the program, as institutions contribute funds. To determine if the schools you are applying to participate in the Federal Supplementary Education Opportunity Grant program, you should contact the school’s financial aid department directly.

Teacher Education Assistance for College and Higher Education Grant

The Teacher Education Assistance for College and Higher Education (TEACH) grant is a program established through the College Cost Reduction and Access Act of 2007. It awards up to $4,000 in aid per year to students who plan to teach in low-income public or private elementary and secondary schools.

If students teach full-time in low-income schools for at least four full academic years after graduation, the loan does not need to be repaid. If the student does not fulfill this obligation, he/she will have to pay back any money they received through the TEACH program to the U.S. Department of Education. At that time, it will be converted to a Direct Unsubsidized Loan and recipients will be given a 6-month grace period before repayment must begin.

There are some eligibility requirements to receive a TEACH grant:

1. The student must complete the Free Application for Federal Student Aid each academic year.
2. The student must be a U.S. citizen or eligible non-citizen.
3. Students must be enrolled full-time as an undergraduate or graduate student on track to receive teacher certification.
4. The student’s institution must participate in the TEACH program.
5. The student must meet certain achievement requirements; generally, this involves maintaining an overall 3.25 GPA.
6. Recipients must sign a TEACH Grant Agreement to Serve.

National Science and Mathematics Access to Retain Talent Grant

The SMART Grant is a program for Pell Grant-eligible students who are interested in pursuing education and careers in high-demand science and mathematics fields. These include:
• Physical and life sciences such as chemistry and biology
• Engineering
• Mathematics
• Computer science
• Technology
• Critical foreign languages
Only students in the third or fourth year of an undergraduate program, or fifth of a five-year program, are eligible for the SMART Grant. They must have filled out the FAFSA and qualified for a Pell Grant, as well as having maintained a 3.0 GPA and taken at least one class per year in a qualified subject area.
The student’s institution will notify him/her of SMART Grant eligibility. Students may be given up to $4,000 a year for the grant, which must not exceed the student’s cost of attendance when combined with Pell Grant funds.

Academic Competitiveness Grant

The Academic Competitiveness Grant is part of the Higher Education Reconciliation Act of 2005 and is available to Pell Grant recipients who demonstrate academic merit. To qualify for this grant, some eligibility requirements must be met:

1. Students must apply for Federal aid by filling out the Free Application for Federal Student Aid (FAFSA).
2. The student must be eligible to receive the Pell Grant.
3. Students must have completed a rigorous academic program in high school, as defined by the Secretary of Education and including
a. Honors, IB, or Advanced Program classes
b. Four years of English
c. Three years of science
d. One year of foreign language
4. Students must also maintain a 3.0 GPA if they are found eligible in their sophomore year.
In the first year, students can receive up to $750 in grant money. For the second year of study, students can receive up to $1,300. The amount of the award given must not exceed the student’s cost of attendance when combined with the Pell Grant.

Iraq and Afghanistan Service Grant

The Iraq and Afghanistan Service Grant is for students with a parent or guardian who died as a result of military service in Iraq or Afghanistan after September 11, 2001.
There are some other eligibility requirements, however:
1. The student must have filled out the FAFSA but be ineligible for the Pell Grant due to a lack of financial need.
2. The student must be under 24 or be enrolled at least part-time in a post-secondary institution at the time of his/her parent or guardian’s death.
The grant award given will be equal to the amount of a maximum Pell Grant, so long as the award does not exceed the student’s cost of attendance.
In addition to these grants, there are other sources of college funding from the government that does not have to be repaid. These may include state grants and scholarships, many of which students may be eligible for based on information provided by their FAFSA forms. Students should check with each individual program, however, to determine whether or not there are extra application requirements.
Some of these grants are need-based, while others may be given for students on the basis of academic achievement, minority status, or willingness to pursue a high-need field. Women and minority students entering the science, technology, and mathematics fields can apply for these types of grants. Others may be based on parent affiliations, military service, and other professional programs.
